The top line reads "The United States Postal Service, an independent establishment of the executive branch of the Government of the United States, acknowledges itself indebted....." This should be considered a U.S. federal bond. Rare. Coupons attached, each with a small USPS logo, dated and with specimen overprints. XF condition. SC-USBNC.
