1948 early postal links / taxed incoming couriered mail: unfranked airmail stationary cv ex PARIS to TLV, couriered from abroad and posted locally unfranked, where marked for tax with Mandate scarce metal boxed cachet "To pay 10 mils" and charged concessionary tax (half the usual postage dues) as addressed to private individual, and paid using 10m 1st PD BaPD3 frank tied by 5-7-1948 TLV HPO pmk; opened gently at back. Most couriered covers are not marked by tax cachets, so here unusual.
