"4/6" double-weight rating, entered mails with reddish brown "PHI 7 SE" cds and matching "9" cent war rating handstamp for ship letter fee (6¢ port of entry plus 50% surcharge), manuscript "Received Philada 7 Sepr. and forwarded by J. Hewes" to Wilmington Del. with red manuscript "12" cent war rating (8¢ for under 40 miles plus 50% surcharge); corner and flap faults, Fine, a very interesting forwarded withdrawn ship letter use.
