From 1908 to 1915 a ½d fee applied for such mail & was a single deficiency rate for this service. Vendor states that very few consignee's letters are recorded.

1906 1d p14 x 2 (1 also removed) on leather p/c (featuring Teddy & his little bear behind) ex 28 April Minneapolis, USA, to Christchurch, NZ, bearing American 2c stamp, 30 / T taxe mark, TO PAY / 3d / DOUBLE DEFICIENT POSTAGE h/s in black & 16 June 1908 Christchurch arrival cancel. Such p/cs were deemed liable to letter rates, hence 30 gold centimes = 1½d underpaid + 1½d fine charged.
