Helena / Official Business / Penalty of $ 300 is fixed by law for using / envelope other than on Official Business", tied by CHINKIANG cds's (April 8) in black. At this date the Gunboat "Helena" was working up-river as flagship for the Yangtse Patrol. Reverse with Shanghai cds,  'Victoria / Hong Kong' transit (April 15) cds and Cavite (April 30) arrival cds. Despite fault, a rare usage.
