Commemorates Napoleon's convening of "Sanhedrin" council, the first in 1500+ years, and reaching agreement whereby Jews fighting in the French armies would be relieved of their Kosher restrictions in exchange for religious freedom and state protection in the French empire, enabling him to draft Jews into his armies.
