1872, printed circular about the winter connections via Bucharest, Rustschuck, Varna and Trieste to Constantinople resp. summer connections via Basiasch as well as additional handwritten text with handwritten signature ""... best regards until then your Stephan" and handwritten envelope to the royal Privy Oberberg Council Mr Bendemann. Heinrich von Stephan was appointed General Postal Director of the North German Confederation in 1870 and subsequently also General Postal Director of the German Imperial Postal Administration in 1871. His most significant achievement was the creation of the Universal Postal Union in 1874. At the same time, he was appointed to the Prussian State Council and was a member of the Prussian House of Lords, the First Chamber of the Prussian Parliament. In the year 1880 he became State Secretary of the Imperial Post Office and finally Minister of State, and in 1885 Ernst Heinrich Wilhelm Stephan was elevated to the Prussian nobility.
