1913, 20 Pa rose 'double eagle', horizontal strip of 4, tied by violet cds BERAT/SHQIPENIE, 18.7.1913, multiple franking on reverse of a registered cover addressed to Constantinople and on arrival charged with Ottoman Empire 2 x 2 Pia black on rose postage due stamps, tied by bilingual cds STAMBOUL-ARRIVÉE, 21.5.(1)329 (turkish calendar), along with two boxed taxation handstamps "T" in red at the frontside. Envelope with traces of usage and partly shortened at left, stamps mostly in F/VF condition.
The Ottoman empire did not recognize Albania as an independent state before the 'Treaty of Bucharest' was signed in August 1913, therefore postage stamps of Albania were not accepted and mail with these stamps to Turkey was treated as unpaid and charged with postage due.
