Interesting folded letter with back handwritten "Circulaire" sent from Constantinopel on 4/12/1861 by the Dutch consul in Turkey to the Dutch Vice Consul in Adrianople (Edirne) about the resignation of the Dutch Foreign Minister Baron de Zuylen replaced by Mr. Strens. Using C1 postmark and handwritten payment charge note "3-". Letter sealed with red wax with consular seal. INTERESTING.
