Designed by Adolf Wolff & inaugurated 8 Sept- ember 1874 (twin inauguration w/'La Victoire', Paris). May be a reference to Italy's Triple Alliance pact with Germany & Austria-Hungary which she did not honor when WWI broke out: under domestic pressure she did not join the war, and when fearing revenge she joined the allies (1915).
