Frenkil (1909- 1999) was a Baltimore-based Jewish contractor and philanthropist who developed good political connection, incl. presidents, governors & elected officials. Moreell (1892- 1978) commissioned the medal: Jewish, highly regarded officer and engineer, chief of USN's Bureau of Yards & Docks, father of the Navy's 'Seabees' (Construction Forces). This piece appears to be based in part (Rambam's portrait) on an earlier thinner medal produced by Shagin in 1985 for the Sephardic Educational Center in Jerusalem.
